Brazil pilot project

Title of the project: Pilot project aimed at validating the inventory guidance on polychlorinated naphthalenes (PCNs), hexachlorobutadiene (HCBD), and short-chain chlorinated paraffins (SCCPs) by undertaking preliminary inventories in identified sectors in Brazil.

Donor: European Union
Partners: Government of Brazil and SCRC Brazil
Duration: October 2018 to July 2019
Target countries: Government of Brazil, CETESB/SCRC Brazil

Objectives:

  • To validate the inventory guidance on polychlorinated naphthalenes (PCNs) and hexachlorobutadiene (HCBD);
  • To develop inventory of PCNs, PCBs in open application and SCCPs in major products

Expected outcomes:

Activities:
  1. Information relating to import, production and export of following potential sources of PCNs, PCBs and SCCPs in Brazil were collected and compiled:
    • PCN production and trade
    • All kinds of chlorinated paraffins including SCCPs from various sources
      • PVC resin and manufacturing of PVC cable
      • Rubber and rubber products including for conveyor belts
      • Paints and coatings
      • Sealants and adhesives
      • Metal working fluids and lubricants
      • Consumer products
    • HCBD production and trade
    • Unintentional production of HCBD and PCNs
    • Contaminated sites
  2. Action plan for PCNs, SCCPs and HCBD was made.
  3. A gap analysis was done of the information that are available and that are missing in order to prepare the inventory of these POPs.
  4. A stakeholder consultation was held from 4 to 5 December 2019 in Sao Paulo, Brazil.
    • List of Participants
