Laboratory Services for POPs Chemicals
(Australia, New Zealand and the Pacific islands)
Note: No assurances are offered by UNEP Chemicals as to the quality and suitability of the laboratories included in this listing. The purpose of the document is simply to provide a starting point for Pacific Island governments wishing to access laboratory services. In each case it will be necessary to assess the relative merits of the potential service providers.
Introduction: Content, Purpose and Scope
This document provides a listing of laboratories in Australia, New Zealand and the Pacific Islands, which are known to offer analytical services for the specific chemicals covered under the Stockholm Convention on Persistent Organic Pollutants (POPs). It is intended to assist Pacific Island countries when considering sampling and analysis programmes for POPs chemicals for a variety of sample types.
The lists for Australia and New Zealand have been prepared from lists published by the relevant accreditation organisations in each of those countries (ie. National Association of Testing Authorities, Australia (NATA) and International Accreditation New Zealand (IANZ)). The laboratories shown in the lists are those specifically accredited by these organisations for POPs analyses. Accreditation provides an indication that the laboratory is using approved standard methods (or equivalent) and works to appropriate quality management systems and procedures. Further information on the accreditation programmes and the accreditation status for each of the laboratories can be obtained from the web sites operated by the national organisations (www.nata.asn.au and www.ianz.govt.nz).

Table of Laboratory Services
The Table included with this document shows the specific POPs analyses offered by each laboratory. The table is sub-divided by chemical type (dioxins & furans, POPs pesticides, and PCBs) and by sample type (POPs wastes, food & vegetation, soil and sediment, and water samples). Blocks in the table are shaded and ticked to show the specific tests for which each laboratory is accredited. The absence of shading and a tick indicates that the laboratory is not accredited for that specific test, although it may still be able to offer the service.

The contact details for each laboratory are listed at the end of this document. The lists are arranged alphabetically within each country.
Factors to Consider in Selecting a Laboratory
It is suggested that the following items should be discussed with candidate laboratories prior to finalising any sampling programmes or making a final decision about which laboratory to use.
Range of Analyses
Ask the laboratory to confirm that they are able to analyse for each of the chemicals of interest (name each one), and for the range of sample types you plan to collect (ie. soil, water, food samples, etc). Also ask them to confirm whether their accreditation applies for all of these analyses and sample types.
Limits of Detection
Ask the laboratory to specify its expected limits of detection for each of the chemicals in each type of sample, and how these compare against commonly used environmental standards (eg. those set by the Australia and New Zealand Environment and Conservation Council (ANZECC) or the US Environmental Protection Agency (US EPA)).
Cost
This will most likely be important in determining the total number of samples to be collected (given limited budgets). Also note that it will be helpful to give the laboratory an initial idea of how many samples you expect to collect, as some laboratories give a discount for larger sample numbers.
Turn-around Time
The laboratory should be able to tell you how long they will take to provide results after receipt of the samples.
Sample Containers and Sampling Instructions
Most samples intended for POPs analysis should be collected in specially cleaned containers to avoid the risks of contamination. The containers should also be leak proof and relatively robust for shipping purposes. Ask if the laboratory can provide these containers, along with a suitable bulk shipping container (eg. chilly bin or cooler) and detailed instructions for sample collection, packaging and shipping.
Customs and Quarantine Requirements
Permits will be required if the samples are to be shipped to another country such as Australia or New Zealand. Ask if the laboratory can assist with the necessary permits and documentation. (Note: some of the laboratories hold special import permits for environmental samples, and this can greatly assist with the approval process).
Presentation and Interpretation of Results
Ask how the results will be presented (eg. faxed or electronic reporting) and whether any interpretation will be provided, such as comparisons against recognised Standards.
