The following table provides an overview of the decisions adopted by the Conference of the Parties to facilitate implementation of Article 5 on measures to reduce or eliminate releases from unintentional production.
The Conference of the Parties[...]3. Requests the Secretariat, when implementing the Toolkit review and updating process, to place adequate emphasis on the key sources for which limited monitoring data is available, including sources of hexachlorobenzene and polychlorinated biphenyls, and to support developing countries in their efforts to further verify their emission factors; 4. Invites Parties, States not party to the Convention, intergovernmental organizations and non-governmental organizations and industry: (a) To generate relevant data and information on Annex C chemicals, as identified in the Toolkit review and updating process, and provide such data and information to the Secretariat; (b) To participate actively in the Toolkit review and updating process; (c) To provide funding to support the work outlined in the present paragraph and in paragraph 1 above, if they are in a position to do so.
Annex to decision SC-3/6 Process for the ongoing review and updating of the Standardized Toolkit for Identification and Quantification of Dioxin and Furan Releases
1. Takes note of the progress report set out in the annex to the note by the Secretariat on the ongoing review and updating of the Standardized Toolkit for the Identification and Quantification of Dioxin and Furan Releases and of the reports of the Toolkit expert meetings contained in annexes I and II to the note by the Secretariat on those meetings;

1. Takes note of the reports of the Toolkit expert meetings; 2. Welcomes the conclusions and recommendations of the Toolkit experts presented in the annex to the note by the Secretariat on the ongoing review and updating of the Standardized Toolkit for Identification and Quantification of Dioxin and Furan Releases and endorses their inclusion in the revision of the Toolkit;
1. Takes note of the reports of the Toolkit expert meetings;
2. Welcomes the conclusions and recommendations of the Toolkit experts set out in the annex to the note by the Secretariat on the review and updating of the Standardized Toolkit for Identification and Quantification of Dioxin and Furan Releases and welcomes the revised Toolkit for Identification and Quantification of Releases of Dioxins, Furans, and Other Unintentional Persistent Organic Pollutants;
1. Takes note of the report of the expert meeting on best available techniques and best environmental practices and the Toolkit for Identification and Quantification of Releases of Dioxins, Furans and Other Unintentional Persistent Organic Pollutants under the Stockholm Convention and the conclusions and recommendations of the Toolkit experts;
2. Recognizes that the listing of new substances in Annexes A, B and/or C to the Convention will trigger the need to further update existing guidance and/or develop new guidance to support parties in implementing new obligations, requiring specific expertise;
