Second 2022 Meeting of the Effectiveness Evaluation Committee under the Stockholm Convention

Overview: At its second meeting in 2022, the committee reviewed the effectiveness evaluation report developed intersessionally in the period between the first meeting of the committee, held from 12 to 14 April 2022, and the second meeting, and developed the executive summary of the report, containing the main findings, and conclusions and recommendations as to the effectiveness of the Stockholm Convention, for consideration by the eleventh meeting of the Conference of the Parties.

Overall outcomes of the effectiveness evaluation

1. The second effectiveness evaluation report assesses, in accordance with the framework for effectiveness evaluation, whether the Convention has succeeded in achieving its objective of protecting human health and the environment from persistent organic pollutants (POPs) and identifies ways to improve the effectiveness of the Convention. The report highlights the progress made since the first evaluation (EE-1), reviews the implementation of the recommendations made in the first effectiveness evaluation report, and makes recommendations to further strengthen the effectiveness of the Convention.

2. The Convention provides an effective and dynamic framework to regulate POPs throughout their lifecycle, addressing the production, use, import, export, releases, and disposal of these chemicals worldwide. This report notes progress that has occurred since the first evaluation but highlights that there continues to be on-going issues that are hindering the full implementation of the Convention.

I. Opening of the meeting

1. The effectiveness evaluation committee met from 1 to 4 November 2022. The list of participants is contained in annex II to the present report.

2. Mr. Vincent Odongo Madadi (Kenya), Chair of the committee, opened the meeting at 9 a.m. Introductory remarks were given by Mr. Madadi, Ms. Sara Broomhall, Vice-chair of the committee and Mr. Rolph Payet, Executive Secretary of the Basel, Rotterdam and Stockholm conventions.
