Register of Specific Exemptions: UV-328

Parties may register for specific exemptions listed in Annex A or B pursuant to paragraph 3 of Article 4. These specific exemptions have a limited timeframe and shall expire five (5) years after the date of entry into force of the Convention with respect to that particular chemical (paragraph 4 of Article 4), unless an earlier date is indicated in the Register by the Party or an extension is granted by the Conference of the Parties under paragraph 7 of Article 4. Some of the specific exemptions for UV-328 have distinct timeframes, as set out in decision SC-11/11.

By decision SC-12/14, the Conference of the Parties decided to amend parts I and XII of Annex A to add a new specific exemption for the use of UV-328. By decision SC-12/15, the Conference of the Parties decided to allow for the provisional application of this amendment pending its entry into force, by those Parties that submit a notification in writing, in accordance with Article 4, registering the exemption.

(a) Liquid crystal displays in medical and in-vitro diagnostic devices (such as ultrasound diagnostic devices, flexible endoscopes, immunoassay analysers, clinical chemistry analysers and blood coagulation analysers);

(b) Liquid crystal displays in instruments for analysis, measurements, control, monitoring, testing, production and inspection (such as recorders, infrared radiation thermometers, digital storage oscilloscopes and radiographic testing instruments).

• UV-328 is also used in photosensitive materials like photographic paper to prevent photoaging. The substitution involves stringent assessment of physicochemical properties, photosensitivity and anti-fading properties. It is difficult to find qualified alternatives in a short time.

• UV-328 is used for the LCD in the color viewfinder (color Viewfinder contains UV-328 in the TAC film of the LCD).

• Used in display products 		• At present, no viable alternative is available. “UV-328 is an important additive in the preparation of TAC film, its main role is to improve the barrier ability of TAC film for ultraviolet irradiation, to protect liquid crystal molecules from ultraviolet rays.
