Notifications of production and use of chemicals as closed-system site-limited intermediates

According to note (iii) of part I of both Annex A and Annex B, given that no significant quantities of the chemical are expected to reach humans and the environment during the production and use of a closed-system site-limited intermediate, a Party, upon notification to the Secretariat, may allow the production and use of quantities of a chemical listed in Annex A or Annex B as a closed-system site-limited intermediate that is chemically transformed in the manufacture of other chemicals that, taking into consideration the criteria in paragraph 1 of Annex D, do not exhibit the characteristics of persistent organic pollutants.

Dicofol is produced in closed system in batches.  Through condensation of Chloral and  MonoChloroBenzene(MCB), DDT is produced which is further Dehydrochlorinated to DDE followed by tetrachloro through chlorination.  Tetrachloro further Hydrolysed by an acidic medium to produce Dicofol.  Non transformed manufacture wastes Ethylene Di Chloride(EDC)  is recovered from the final product for re-use through distillation.  Whole manufacturing process is done in closed system where after every steps transformed materials are transferred through closed lines and reaction process occurs in closed vessel.

Cessation of production and use of chemicals as closed-system site-limited intermediates

According to note (iii) of Annex A and Annex B, production and use of chemicals as closed-system site-limited intermediates shall cease after a 10-year period, unless the Party concerned submits a new notification to the Secretariat, in which case the period will be extended for an additional 10 years, unless the Conference of the Parties, after a review of the production and use, decides otherwise. The notification procedure can be repeated. Parties may also notify the Secretariat of the withdrawal of their previous notifications.

Dicofol is used in formulations as an acaricide on cotton, citrus and apple		 13/09/2004 I - Production of dicofol:
1. DDT is produced using chloral, monochlorobenzene and oleum
2. DDT is dehydrochlorinated to dichlorodiphenyldichloroethane (DDE)
3. DDE is then chlorinated with chlorine producing the tetrachloro
4. Tetrachloro is purified by recristalization and then hydrolysed by an acidic hydrolytic medium to produce the acid Dicofol
5. Acid Dicofol extracted from the reaction mixture by decantation is neutralized and purified by vaccum distillation to get technical Dicofol

II - The manufacture wastes containing DDTr are destroyed by incineration.

III - The limit of DDTr required in dicofol technical is of 0.1%. The results of analyses of DDTr are required by the Brazilian Institute of Environment and Renewable Natural Resources (IBAMA) for each batch produced or imported of product technical. There are 6 enterprises having the capability to produce dicofol among which 4 enterprises produce it at present. People's Republic of China HCB 3,000,000 - 4,000,000 kg 13/01/2005 At present, the production of HCB and Na-PCP which used HCB as the intermediate occurs in the different workshops of the same enterprise.
