Scope
The objective of this document is to provide step-by-step guidance that enables Parties to establish an inventory of hexachlorobutadiene (HCBD) listed under the Convention in 2015. The inventory should provide Parties with baseline data on them at the national level. Such data would serve as a basis for Parties to develop strategies/action plans for meeting their obligations under the Convention.
Main target audience
This document will be of use to national focal points for the Convention, the coordinator of the NIP review and update process, and task teams responsible for establishing the inventory. It will also be of interest to other stakeholders concerned with the elimination of hexachlorobutadiene (HCBD).
Version of the Guidance: initial draft considered by COP-8
The Conference of the Parties at its seventh meeting adopted decision SC-7/10 on national implementation plan. The decision among others, requested the Secretariat to develop new guidance on inventorying, as necessary and subject to the availability of resources, the persistent organic pollutants listed by the Conference of the Parties at its seventh meeting in its decisions SC-7/12 on listing HCBD to annex A of the Convention. The Secretariat prepared the draft inventory guidance, which was presented to the eighth meeting of the Conference of the Parties held in 2017. By its decision SC-8/8, the Conference of the Parties took note of this guidance, which has been given below:

Review of the Guidance
The Conference of the Parties by the same decision, SC-8/8, invited Parties and others to provide comments to the Secretariat on the guidance documents listed in paragraph 4 above (there were 12 guidance listed including this one on HCBD) by 30 June 2018, including based on their experience in using the guidance documents and on how to improve their usefulness.
