To prepare draft procedures on non-compliance for its consideration, the Conference of Parties established an ad hoc open-ended working group on non-compliance that met in April 2006 and April 2007. Further work on the issue was undertaken by the Conference of the Parties from its third to eleventh meetings. During its tenth meeting, the Conference of the Parties had exchanges in a contact group on three issues common to both draft texts on compliance procedures and mechanisms, namely:
- Triggers;
- Measures to be decided by the Committee and measures that the Committee may recommend to the Conference of the Parties;
- The role that an implementation and compliance committee would have with regard to the obligations of Parties to provide financial resources, technical assistance and technology transfer, and in supporting Parties facing implementation challenges due to a lack of financial resources, technical assistance and technology transfer.
Concluding the consideration of the item, the President noted the interest of Parties in continuing their engagement on the issue of compliance prior to and during the eleventh meeting of the Conference of the Parties.The table below sets out comments on outstanding issues submitted by Parties at the invitation of the Bureau during the intersessional period between the seventh and eighth meetings of the Conference of the Parties.
