The rules of procedure for meetings of the Conference of the Parties to the Stockholm Convention on Persistent Organic Pollutants were adopted by the first meeting of the Conference of the Parties (decision SC-1/1, with the exception of the second sentence of paragraph 1 of rule 45) and, amended by the fifth meeting of the Conference of the Parties (decision SC-5/1). The rules of procedure apply to any meeting of the Conference of the Parties to the Convention convened in accordance with Article 19 of the Convention.

Save as provided in rules 28-31, the present rules shall apply, mutatis mutandis, to the proceedings of any subsidiary bodies, subject to any modifications decided by the Conference of the Parties.

In addition, the attention of meeting participants is drawn to three guidelines for rules of conduct developed by the Secretariat:

• Guidelines on the use of cameras and audio/video recording devices by participants at meetings of the conferences of the Parties to the Basel, Rotterdam and Stockholm conventions (BRS) and their subsidiary bodies
• Guidelines for the participation of representatives of observers at meetings of the conferences of the Parties to the Basel, Rotterdam and Stockholm conventions (BRS) and their subsidiary bodies
• Guidelines on preventing and addressing all forms of harassment at meetings of the Basel, Rotterdam and Stockholm conventions.

The financial rules for the Conference of the Parties, its subsidiary bodies and the Secretariat of the Stockholm Convention on Persistent Organic Pollutants were adopted by the first meeting of the Conference of the Parties (decision SC-1/3) and amended by the fifth meeting of the Conference of the Parties (decision SC-5/2).

The financial rules provide, among other things, for the development of budgets, the establishment of funds under the Convention, the contributions to be provided by parties, management of accounts and audit, etc.
