The European Union has submitted a proposal to list chlorpyrifos in Annex A to the Stockholm Convention on Persistent Organic Pollutants, pursuant to paragraph 1 of Article 8 of the Convention (see annex to the present note). The proposal is being circulated as submitted and has not been formally edited. At its third meeting, the Persistent Organic Pollutants Review Committee, by decision POPRC-3/5, adopted the risk management evaluation for perfluorooctane sulfonate (UNEP/POPS/POPRC.3/20/Add.5). An addendum to that evaluation was adopted at its fourth meeting. The text of the addendum is set out below. It has not been formally edited

The Conference of the Parties

Having considered the risk profile, the risk management evaluation and the addendum to the risk management evaluation for perfluorooctanoic acid (PFOA), its salts and PFOA related compounds as transmitted by the Persistent Organic Pollutants Review Committee,

1. The annex to the present note sets out a proposal submitted by the European Union and its member States that are parties to the Stockholm Convention on Persistent Organic Pollutants to list chlorinated naphthalenes in Annexes A, B and/or C to the Convention pursuant to paragraph 1 of Article 8 of the Convention. The proposal is being circulated as submitted and has not been formally edited. A detailed dossier prepared in support of the proposal is set out in document UNEP/POPS/POPRC.7/INF/3 and the Secretariat’s verification of whether the proposal contains the information specified in Annex D is discussed in document UNEP/POPS/POPRC.7/INF/8.

1. Decides, in accordance with paragraph 4 (a) of Article 8 of the Convention, that it is satisfied that the screening criteria have been fulfilled for dichlorinated naphthalenes, trichlorinated naphthalenes, tetrachlorinated naphthalenes, pentachlorinated naphthalenes, hexachlorinated naphthalenes, heptachlorinated naphthalenes and octachlorinated naphthalenes, as set out in the evaluation contained in the annex to the present decision;

2. Also decides, in accordance with paragraph 6 of Article 8 of the Convention and paragraph 29 of decision SC-1/7, to establish an ad hoc working group to review the proposal further and to prepare a draft risk profile in accordance with Annex E to the Convention;

Taking note of the recommendation by the Persistent Organic Pollutants Review Committee to list dichlorinated naphthalenes, trichlorinated naphthalenes, tetrachlorinated naphthalenes, pentachlorinated naphthalenes, hexachlorinated naphthalenes, heptachlorinated naphthalenes and octachlorinated naphthalene in Annexes A and C to the Convention,

At its eighth meeting, by its decision POPRC-8/1, the Persistent Organic Pollutants Review Committee adopted a risk profile on chlorinated naphthalenes on the basis of the draft risk profile contained in document UNEP/POPS/POPRC.8/2. Risk management evaluation on chlorinated naphthalenes

At its ninth meeting, by its decision POPRC-9/1, the Persistent Organic Pollutants Review Committee adopted a risk management evaluation for chlorinated naphthalenes on the basis of the draft contained in document UNEP/POPS/POPRC.9/4. The text of the risk management evaluation, as amended, is set out in the annex to the present addendum. It has not been formally edited.

1. Decides, in accordance with paragraph 4 (a) of Article 8 of the Convention, that it is satisfied that the screening criteria have been fulfilled for short-chain chlorinated paraffins, as set out in the evaluation contained in the annex to the present decision;
2. Decides also that the variability of the environmental fate properties of the shortchained chlorinated paraffins congeners covered by the proposal should be addressed in developing the draft risk profile;
3. Decides furthermore, in accordance with paragraph 6 of Article 8 of the Convention and paragraph 29 of decision SC-1/7 of the Conference of the Parties to the Stockholm Convention, to establish an ad hoc working group to review the proposal further and to prepare a draft risk profile in accordance with Annex E to the Convention;
4. Invites, in accordance with paragraph 4 (a) of Article 8 of the Convention, Parties and observers to submit to the Secretariat the information specified in Annex E before 2 February 2007.

1. At its fifth meeting, the Persistent Organic Pollutants Review Committee considered a draft risk profile on short-chained chlorinated paraffins that it had revised at its fourth meeting. The Committee agreed that it would continue its consideration of the draft risk profile at its sixth meeting and that in the meantime it would seek additional information in accordance with the proposal set out in annex IV to the report of the meeting.

1. The concluding statement of the draft risk profile for short-chained chlorinated paraffins gives two options for the final conclusion:

1) Based on the available evidence, it is concluded that short-chained chlorinated paraffins are likely, as a result of their long-range environmental transport, to lead to significant adverse environmental and human health effects, such that global action is warranted; or

2) Based on available information, there is inadequate evidence to support the conclusion that short-chained chlorinated paraffins are likely, as a result of their long-range environmental transport, to lead to significant adverse environmental and human health effects, such that global action is warranted.

1. At its sixth meeting, the Persistent Organic Pollutants Review Committee discussed the draft risk profile and the proposed conclusions for short-chained chlorinated paraffins, but was unable to take a decision because of uncertainties in applying the criteria specified in Annex E to the Stockholm Convention on Persistent Organic Pollutants. It therefore established an ad hoc working group to further consider this issue.

At its eleventh meeting, by its decision POPRC-11/3, the Persistent Organic Pollutants Review Committee adopted a risk profile for short-chained chlorinated paraffins on the basis of the draft contained in the note by the secretariat (UNEP/POPS/POPRC.11/4).
